College quarterback stratification. Ranked by ScoutScore per Play, with SSGPP (S+ through F) as the letter that maps onto each rate. Per-play scoring keeps a 15-play tape and a 30-play tape on the same scale.

Quarterback Assessment of Kinetics
The Bureau scouts QBs based on film and a proprietary scouting system. The system is based on “QUAK,” or Quarterback Assessment of Kinetics. QUAK is the output of scouting film study. It is not another statistical measure of performance. The Bureau believes in film over stats, but that stats have their place and can be useful.
It aims to separate what the QB actually does and how well he does it. The more of the harder stuff a quarterback does, the higher the score. If you just do the easy stuff well, your score won’t be as high, regardless of boxscore statistical noize.
To accomplish all this scouting, the Bureau employs 42 full-time professional scouts. (Just kidding. It’s just Frankie, who is a Scouting Academy graduate.)
Scouting notes, including traits ratings and round projections, will be added at season’s end.
ScoutScore Grade per Play. The letter is the per-play score, written the way a report card is written. S+ sits above S.
S+ is 0.70+ · F is below −0.45
Josh Hoover is the only A+ (0.38 per play). Leads Darian Mensah by 0.07. 0 of 14 graded QBs are still one-game samples. The waiting room is empty — every name on this sheet has tape.
